Make sure you have a layer selected in the Outline panel before trying to paint.
I have the same issue. I can select a tile from the ‘palette’ whatever it’s called, but I can’t put it down even when I try to left click. I have the layer selected as if I don’t have it selected, I can’t open the palette.
