Custom html5 splash screen

I want to custom the splash screen. I want to change the loading bar as well as splash image. I read html5 document but do not understand how to change the loading bar

The loading bar is generated using normal HTML and CSS. You are free to do almost any changes to the default index.html.

How do you want to change the loading bar? Change the color, change the size, do something more custom?
