A lot of software/websites have age limits that hardly anyone knows of. I think it’s mostly “just in case” for legal reasons.

Yep, it’s stated in the Terms of Service:

You need to be 18 – In order to register for the Website and our Services you must be over 18 years old and have a Google email account.

I’m no lawyer, but you can probably use Defold when you’re younger, but then a parent or legal guardian will need to create the Defold account so they can be held responsible for the child.
