Reorder nodes with click-drag in Outline panel? (SOLVED)

When I try to reorder items in the Outline panel, they only seem to want to “nest” under other nodes. Am I missing something about how to click-drag to reorder items? Or is there a key command I can use to move up or down in the hierarchy? I’m using editor 2.

You can only parent nodes with drag and drop right now. To move them around use alt + arrow keys.
