How would you make one like Steam? And would it be possible?

It’s of course possible, but why would you want to?

Generally you set up the association when installing the program. This is done by editing the registry on Windows. Whatever installer you would want to use should have an existing way of doing it.

I assume the various values are passed to the associated program as command line arguments? If so then they would be easy to read.
